Jail Management System Access Instructions
The ATIMS Jail Management System (ATIMS-JMS), which also houses Webmug, is a comprehensive platform to manage all aspects of inmate intake, housing, movement, classification, release, and records. It provides authorized agencies with real-time access to inmate information, booking details, charges, court statuses, and holds. ATIMS-JMS supports efficient custody operations and enhances interagency coordination for jail-related processes.
Step 1: Agency Agreement & Assign a Terminal Agency Coordinator (TAC)
To begin the access process, an authorized agency representative must complete and submit the following:
- Partner Agency Compliance Form (one required per agency per year)
- WCSO Systems Partner Access Terminal Agency Coordinator (TAC) Form (one required per agency per TAC)
These forms establish the Partner Agency's responsibility for proper system use and formally assign a TAC(s) to manage and oversee ATIMS-JMS access.
NOTICE: Any change to the designated TAC may void the Agency's system access agreement. It is the responsibility of the Partner Agency to:
- Immediately notifying the WCSO of any changes in the TAC representative and complete a new TAC Form.
- Ensuring all system access and compliance requirements are met by the new TAC and all designated employees.
Step 2: Submit Required Documentation
Once your TAC has been notified of eligibility for system access, the following forms must be submitted to gain access :
- ATIMS-JMS Terms of Use and Appendix H (one required per agency per TAC)
- Employee Compliance Form (one required per employee gaining access including the TAC, managed by the TAC)
Step 3: Access and Login Credentials
Once the submitted materials are reviewed and approved by the WCSO, login credentials for each individual user will be issued to the TAC for dissemination. Please limit ATIMS-JMS access requests to essential personnel only.
Step 4: Maintenance and Audit Access
The TAC is responsible for regular review, maintenance, and compliance of the Agency's access to ATIMS-JMS.
- Submit the Partner Agency Compliance Form between June 1st and July 1st of each year.
- Submit an Employee Compliance Form when new employees need to gain access to ATIMS-JMS.
- Submit an Employee Leaving Form when an employee no longer needs access (ie. changes in position or departure from Agency).
- Conduct regular audits of system use to comply with CJIS Policy 5.4, including specifically defined events under Section 5.4.1.1.
