   Sheriff Mike Haley

Sheriff Mike Haley is the 25th Sheriff of Washoe County. He is the second Sheriff in over 64 years to be promoted through the ranks and assume the command of the Sheriff’s Office. Sheriff Haley has proudly served the citizens of Washoe County for over 26 years. Prior to his election as Sheriff, he served in the position of Undersheriff and had responsibility for day to day operations of the entire agency.

Sheriff Haley has an extensive background in all areas of the Sheriff’s Office. He began his diverse career in 1980 and has worked a variety of assignments in patrol, detectives and detention. For several years, he was a member of the Sheriff’s Office SWAT team eventually becoming the SWAT Captain

A major portion of Sheriff Haley’s career has been as a supervisor and he has held command positions in the Administrative Bureau, Patrol, Detention and the Detective Division.

Sheriff Haley graduated with honors from Northeast Missouri State University with a Bachelors Degree in Criminal Justice. He is a graduate of the F.B.I. National Academy, the Senior Management Institute for Police Executives at Harvard University, the Southwest Command College for law enforcement executives, and the Secret Service Academy.

Prior to attending college, Haley served in the United States Army, leaving service in 1992 as a First Sergeant. He continued his military career as a reserve after moving to Reno in 1980. While attending college, he also worked as a police officer with the Kirksville, Missouri, Police Department.

Sheriff Haley is an active member of the community and is on the Board of Directors for the Children’s Cabinet of Reno, and the Girl Scouts. He is also a Rotarian.


Undersheriff Todd Vinger

Undersheriff Todd Vinger began his service with the Washoe County Sheriff's Office in 1988.

Undersheriff Vinger has command experience in both Detention and Patrol. As the Undersheriff, he is responsible for the managerial and operational oversight of all Bureau and Divisions in the Sheriff's Office and represents the Agency in the absence of the Sheriff. Undersheriff Vinger also directs the activities of Training, the Academy, Research and Development, Fiscal Management, Backgrounds, Civil and Records.

He is a graduate of the University of Louisville’s Southern Police Institute’s 116th Administrative Officers Course as well as the Police Executive Leadership Undergraduate Program. Undersheriff Vinger was named as a “Dean’s Scholar” for the fall semester of 2006 by the Department of Justice Administration College of Arts and Science, University of Louisville. Undersheriff Vinger is also a graduate of the Senior Management Institute for Police Executives’ Strategic Management Course sponsored by Harvard University and holds a Project Management Professional Certificate from the University of Nevada, Reno.

Undersheriff Vinger is a member of the International Association of Chiefs of Police, the Western States Sheriff's Association and the Nevada Sheriff's and Chiefs Association.

Undersheriff Vinger is a long time Nevadan who is active in the community as a member of Lions Clubs International and a Past President of the Reno Arch Lions Club.

Assistant Sheriff
Marshall R. Emerson

Assistant Sheriff Marshall R. Emerson began his service with the Washoe County Sheriff's Office in 1990. Assistant Sheriff Emerson has command experience in Detectives, Patrol, Northern Nevada Law Enforcement Academy, Detention, and Search and Rescue. As the Assistant Sheriff, he directs the operations of all Patrol and Detective activities.

Assistant Sheriff Emerson holds a Bachelor's Degree in Criminal Justice from Kings College in Wilkes-Barre, Pennsylvania and is a graduate of the FBI National Academy 222nd Session and the Drug Unit Commander’s Academy. Assistant Sheriff Emerson was awarded a Certificate of Achievement in Criminal Justice Education from the University of Virginia.

Prior to working for the Washoe County Sheriff's Office Assistant Sheriff Emerson was a police officer with the Metropolitan Police Department Washington, DC and an Agent In Charge for the Pennsylvania State Attorney General's Office.


Detention Bureau
Assistant Sheriff Lisa Haney

Assistant Sheriff Haney began her service with the Washoe County Sheriff's Office as a Civilian Booking Clerk in 1988 and became a Deputy Sheriff later that same year. Assistant Sheriff Haney has command experience in Operations and Office of Professional Integrity. As Assistant Sheriff of the Detention Bureau, she directs the operations of all Detention activites.

Assistant Sheriff Haney was a member of the Hostage Negotiations Team, a Crime Scene Investigator, a member of the Bike and Boat Patrol Units, a Defensive Tactics instructor as well as a Child Abuse and Sexual Exploitation instructor.

Assistant Sheriff Haney holds an Associates Degree from Truckee Meadows Community College in Criminal Justice.
