Citizen's Homeland Security Council (CHSC)

The goal of this program is to educate citizens in the proper response in the event of a terrorist threat.   With an emphasis on disaster response/mitigation CHSC members are expected to take their training and pass it on to their co-workers, employees, neighbors, and professional/social organizations.  It is hoped that, through this training, should Washoe County be targeted, panic and confusion will be kept at a minimum through the efforts of trained citizens. CHSC members are also subject to a Washoe County Sheriff’s Office call out and deployment should an attack or major disaster occurs in our region. The Citizen's Homeland Security Council operates under the aegis of the Washoe County Sheriff's Office.

All potential CHSC members attend a 16-hour training course consisting of the following topics:

  • Introduction to Homeland Security
  • Roots of Terrorism
  • Local Efforts to Combat Terrorism
  • The Islamic Terrorist Threat in America
  • Observation and Threat Recognition
  • Weapons of Mass Destruction
  • Disaster Preparedness & Hazardous Materials Recognition
  • The Domestic Terrorist Threat in America

Our instructors bring an overwhelming amount of "hands on" skills and background in their training topic.  Instructor backgrounds include former CIA, military, and law enforcement personnel. All instructors are members of the CHSC. The CHSC is basically a self sufficient organization that trains and operates under the direction of the Sheriff’s Office.
